One of them is stuck and I think the motor is constantly trying to close it which is draining my battery. I want to just disconnect the motor & leave the lights up permanently.

can't you just pull the fuses for those motors?

You probably could just pull the fuse out, however, that might stop the lights or other components that are tied to that same circuit from working. If you want them to work or not in this case on command, then I suggest that you find the wiring that leads directly to these motors and reroute them to a switch that you can control either under the hood or better yet inside your vehicle on the dash or center console. this way you can decide on the spot whether you want them up or down at that point in time.
