Every school or system has a different deadline for application. Look at the websites of the colleges you're interested in, and see if it's past. If it is, you may be able to start in January, so look at late/mid-year admissions processes.
If you're flexible, consider community/junior colleges, which often admit students later than four year schools do.
There are schools that have "open admissions" -- meaning you can join at any time. That's good for you in this case, but they're not always the best classroom situations, as students are constantly coming and going. But, if that doesn't bother you, look for open enrollment schools.

You can apply, but depending on where you want to go, the students list maybe filling up. Its best to call the registrar's office and make sure they have room for you in grade level you are hoping to attend.
Also, make sure your SAT's and other tests required for the college of your dreams are part of the requirements for the college.

You can always go to college, however if you are in high school, specific colleges have requirements to get into. And of course you still need to pay for college.

Have a look at your local community colleges. Their deadlines are often much later than large universities, because their admissions standards are not as stringent. (This is not a cut on community colleges--they fulfill an extremely important function in our society.)

Sure you can! As long as you meet the school's requirements and can afford it (or a loan...) you are entitled to go to college.
