did they pass a law that bars can stay open last time i visted the city fathers were getting close

No,
pubs are open till 1am
nightclubs are open till 3am

during festival periods, christmas, etc etc pubs are open till 3am and clubs are open till 5am
There is a pub in Edinburgh called the penny black that opens at 6am, so at festive times its a 23 hour drinking period!

If they did pass the law to that effect, it still means that only those who want to stay all night open can do so without breaking the law. It does not mean that they MUST stay open all 24 hours. Thats probably will explain why the city fathers decided to close at a particular time at night.
