Can anyone tell me how to enable JIT Debugging?

Question

In order to use some newly installed software, I must set the JIT Debugging value in the system.windows.forms section on my computer.
I need it set to the following:
but don't know how to do this!
If there is anyone who knows how to do this and can walk me through it, please help if you can.
