they're used for smoking weed...or at least that what i've heard....cough,choke,cough,choke!

Sounds like a crack pipe. But lots of illicit drugs can be smoked. It could be opiates, or just MJ. Clearly it's NOT tobacco or anything legal... so you have a problem on your hands.

The only time I've ever seen one used, it was for smoking opium. (I think the weed gets caught in the tube if it's too big or not packed tight enough).
