How do you get to be "top contributor"

it is a recent thing - in the sense that people who have tonnes of points but are dormant don't get it.
so (1) you need to be active
other than that I haven't a clue - i still find it distracting.

All new to me this morning but looking around the only ones I've seen are at least level 4 so maybe that is the deciding factor.

New to me too, looks like you have to be at least level 4 and have more than 5 % best answers.
