Is the "an" a typographical error? I am in the U.S. so I am not familiar with some abbreviations.

I'll bet this story started as "... an instrument costing £400.." and some editor decided to change the word order!

Yes, the "an" appears to be a typo. You would say it "a 400 million pound instrument..."

yes, the an is a typo, it should only go before letters starting with a vowel and the symbol £ is pound, so it should be a £400 million etc

the pound referred to is the english money pound, so it's about $740 million U.S. ?

£ is the symb for 'Pound Sterling' (the British Pound) just as $ is the symbol for 'American Dollar'

Why would you use 'an'? 'Four' starts with an 'f' not a vowel.
