Water is actually densest at 4 degrees C. The higher density means it sinks to the bottom. So at the bottom of the lake, it's actually above the freezing temperature.

The cold freezes the top but cannot penetrate all the way to the bottom of the lake so the water at the bottom stays above the freezing temp and will not freeze.

the cold air is hitting the top which is enough to freeze it but the rest stays freezing cold in a liquid form because it is protected by the warmth f the ground

because it just forms an icy overcoat, it does not freeze completely since the water is still flowing.
