Depending on why you are moving, if your husband is Military, they have groups for Military wives, you could join and meet other people there.
Do you work or are you a housewife? If you work you can find people you work with, maybe plan a lunch with some people from work. If you have children and they are in daycare or attend school you can meet people when you drop off or pick up your children.
The dog park thing is a good idea too, dogs love to be walked and meet other people and doggy friends. If your community has a welcoming committee you will have neighbors coming over to welcome you or you can even go introduce yourself and your family. If you feel up to it you can also do a community function (a BBQ, or picnic) and invite your ten closest neighbors.

If you are at all crafty look for places that have classes and join up.
If you have a dog, walk the neighbourhood.
If you have kids take them to the local park often.
Shop at the local market.
