Because water changes temperature much slower than air. It takes the whole day to warm up, so by night it's warm, then takes the whole night to cool down. This is what causes sea breezes. The air over the land changes temperature faster than that over the ocean, during the day the air over land is warmer and thus less dense than that over the sea, the denser air diffuses into the less dence air creating a breeze, the opposite happent at night.

It's not
the air is warmer during the day in sun light and that makes the water feel colder and the air is cooler at night without the sun so that makes the water feel warm to the touch.

air changes its temperature faster than water, so during the day the air above the water heats up faster than the water, and the opposite at night, so the sea water are colder than the air during the day and hotter during the night, our body, that is part in water and part in th air feels the difference in temperatures and not the absolute temperature of each.
