i don't think enough american kids are striving to be good skilled workers. 'coz in america having a HS diploma is enough to get a decent job so many graduates don't see the importance of graduating from college.
this leads to a great number of unskilled workers getting average incomes and not really excelling or reaching their maximum potential.

lack of skilled workers is one of the reasons there are lots of migrant workers in america. teachers and nurses for example.

another reason why workforce is imported is because they are relatively easier to please. they have less demands and are generally happy to work in america. more foreign people are willing to be in a blue collar job.( like wiping old peoples asses)

did you know that the call center industry is booming in india and the philippines? even if they are working from miles away, it is still cheaper and more efficient to hire them.

bill gates got his and is trying to keep it. If he brings in people from india etc he can pay them less but still claim that he is a US company. If he doesn't get these visas he'll outsource out of the country and that would look bad.

Doesn't he head the BG scholastic scholarship fund?
They donate money for and provide enrichment to public school kids. The thought behind the fund is that if resources are provided, kids can be encouraged to strife for goals (which they can't yet recognize, because of the limited scope of their backgrounds). Resources include social support for developing safe havens for kids.
