There does not seem to be a definitive answer anywhere in the internet, but this is what I have found ......

Scouting Centenary
There was a centenary celebration of scouting in Kolkata in January of this year [1], but that does not reflect the history of scouting in India.

Scouting in India
The first lasting scout troops in India were for British boys only - established in Bangalore, Kirkee and Jabalpur in 1909, the accepted date of the start of scouting in India. However there there was a short-lived troop for Indian boys founded in Madhya Pradesh in 1908 [2].

Scouting in Bengal
In 1911 a Scout troop was set up in Kalkuta, but again it was for British boys [2].

Indian Scouts in Bengal
At some time during the period 1913-1919 the Boy Scouts of Bengal was created as a separate organisation to allow Indian boys to be scouts. Three men, Justice Vivian Bose, Alfred Pickford and J.S. Wilson (the latter being Calcutta's Senior Deputy Commissioner of Police, and who introduced Scouting for Boys as a textbook in the Calcutta Police Training School) led the move to circumvent the restrictions imposed by a Government of India order forbidding the participation of Indian boys in the Boy Scouts Association. However, by 1922 sufficient pressure had been exerted to allow the Boy Scouts of Bengal, and other alternative Indian scouting organisations, to merge into the Boy Scouts Association in India. Other Scouting information from Bengal
By the mid-1920s there was a 3rd Calcutta Boy Scout troop. [5] Satish Ranjan Das, the Advocate-General of Bengal, was, at one time, Treasurer of the Boy Scouts of Bengal. [6]
