Qin shi huang do contritute a lot to China's history not to his ppl. To the people at that time, he is definitely a tyrant, a horrible king. He killed lots of scholars and burned many classic books. And thousands of ppl died during the construction of the great wall.

I am of the opinion that he was a great emperor, and he had a greater vision than many of the Chinese people did at the time, and that was to unify his country. The form of Legalist punishment he endorsed at the time was cruel, and his construction projects were huge and very costly both in terms of resources and human lives. But the Qin Dynasty did pave the way for the following Han Dynasty and its greatness.
