Some of the 2MP mobile phone/s boast of video recording with VGA resolution while some with QCIF resolution. What are the differences quality-wise, size-wise, display-wise, screen display size-wise, conversion to CD for viewing in TV and/or Computer etc.

VGA resolution 640*800 is a standard resolution and can easily be converted for viewing on TV and computer, As the technology is normal which is being preloaded with the computers, the size is well large and picture quality is good enough as compared to QCIF 176*144 which produces small sized movies and images and is to be converted to the compatible one by the software provided to you by the hardware vendor.
Please note that the Picture quality,Picture Size,Display type,Conversion to CD the VGA is better.
