A locked phone means that it is only able to be used with a SIM card from the provider it is locked to. For example, a SLVR L6 locked to Cingular can only be used with a Cingular account/SIM card. An unlocked phone allows the use of any SIM card in it, regardless of carrier. Unlocked phones usually sell for more money as they will work with any carrier's accounts thus it will work for more people, and if you travel it can be handy as you can get prepaid SIMs for the country you're traveling to in order to get better rates than roaming with your home country's SIM. The disadvantage to unlocked phones is that they require you to program them in order to use certain features like wireless web and multimedia (i.e. Picture) messaging. Text messaging and phone calls will work no problem out of the box. The rest you would have to configure. Also, some carriers put software onto their phones that are unique to that carrier. Unless that phone was originally sold for your carrier, you will most likely not have those special programs on your phone or you will have special programs made for another carrier that will not work on your carrier. There are ways around that, like flashing and flexing a phone but I think that's beyond the scope of this answer ;-)
