You may start of with softwares such as microsoft frontpage, dreamweaver,Xara etc . You may want to learn html for creating simple web pages. For more advanced and dynamic pages try leraning languaes such as PHP or ASP. You may add animations to your site if you know a bit of flash.
Similarly for hosting your page you may use free services such as yahoo geocities for a start. Later on you may want to buy your own space since the free ones does not provide support for dynamic content. Further you may buy your own domain name to give it the professional feel.

You can also create a web page using modern word processor software. Example, Microsoft Works 8.0, type “ My Web Page” and Save As mypage.htm (Save As Type HTML). Click on this to open with Internet Explorer. Then select View, Source and it looks like this:

check with your ISP they may have given you free webspace for homepages, they often do. then use front page express its easier to use then frontpage, its simple like using a word processor. then ftp the site to your webspace when you have the site working on your computer.

It you are superb coder/scripter, use notepad.exe on pc.
But there is plenty basic programs free, macromedia dreamweaver is great and big, but it costs honey to buy... Dreamweaver is very advanced, You need to read to get use it. It isn't easy, but is best
