Using She, he, it or a name of something uses has.
She has, he has, it has or something like the group has..single. Group is used as a singular entity.
I have, they have or We have or all good people have...plural even though I is not plural it is still joined with have.
This is what I was taught in English class. Except the English class has would be correct not have.
I know this sounds confusing but I hope I have helped in some way.

'has" is singular - relating to 1 person or thing. Eg, Raj has a red car. "have" is plural and relates to things belonging to more than 1 person or thing. Eg. A dog and a horse both have a tail (the use of word "both" made it definately something to do with the dog and the horse).
A variation is that when talking from self perspectine (like saying "I"), use have (eg. I have a cold). When talking from someone else's side, use has (eg. she has a cold).

"Has" with single, "Have" with plural ! You 'have' occasions to use both, when the context 'has' singular and plural in a compound sentence!
