I have loaded the driver but I cannot get them to operate.

Was the driver specifically for 98? I would recommend you upgrade to at least 2000.

was it a clean installation? in other words, did you format the hard drive then install the operating system?
if yes, did you install the motherboard drivers?
then tell Windows to search for new hardware, and load the drivers when prompted?
can you tell Windows to search the web for the best drivers?
does Win98 allow you to "Enable Plug and Play"? otherwise you may have to manually initialise the drives each time you want to use them.
in Device Manager, enable the drives.

try to copy the files from the cd to the pc then install it again.
if not try scanreg /restore on the C:\
