Thirty minutes may seem like a long time, but in reality the four planes were gone before anyone could do anything about it.
With the possible exception of the plane that hit the Pentagon, there really wasn't any program in place to intercept hijacked planes, per se, and even if there were, how do you stop hijackers who are committing suicide? What threat do you use?
The best you can do is to shoot the plane down and who's going to take the initiative to give THAT order?

Honey, you really need a reality check. We didn't know we were under attack until the second plane flew into the Towers. Until then, most thought it was a horrific accident. At that point, we were well into the 30 minute window. It takes a lot longer than that to scramble fighter jets.
