LOL, with that GPA and SAT score you can probably get into any college you want (including some Ivy league and top 30 colleges/universities). I almost find it hard to believe that someone with those scores would be so oblivious to their accomplishments. However, if you were not bragging and you are being serious than I wish you were more specific as to what colleges you had in mind. If we are taking instate public universities that you could probably get in, but if you want out of state or private than I would say you are competitive for most colleges. I am assuming that you are a junior because seniors would have already applied to colleges now. If you are, and are interested in going to a top thirty than I would take my SAT again my senior year. If it is still possible to raise a score like that then I would think that you would be very competitive, assuming your extra curricular activities are good.

well, considering it is impossible to get a 2159, i don't know, lol, but I believe you meant 2150. That is a pretty amazing score, and with a 3.9 GPA you could probably get into the ivy league if your extracurriculars are decent.

It's quite good. Certainly good enough for most colleges. You should certainly look into the Ivy schools and those of similar rankings (both private and public).
Those schools are never guarantees. Their applicants all have excellent scores so you need to dinstinguish yourself with extra curricular activities, recommendations, and your essay.
