You will need to convert the outlet to a European outlet. There are no other modifications needed to operate the router in Germany. The only thing you will be missing is that in Europe, the Wi-Fi range is 13 channels while in the US it is only 11. You can legally operate a US wireless router in Europe but not the other way around due to FCC regulations limiting Wi-Fi to 11 channels in the US.

You'll need a power adapter, as the router will be using an american style outlet.
The router has all the channel settings you need to use it in Germany, but you might have to set it up with a wired connection first as most routers do not allow wireless devices to make administrative changes. Have fun!

if you can find a phone that uses 2.4 ghz frequency in germany i believe you can use it. because in some countries the 2.4 ghz frequency are being used by radio station like in the philippiones their telecom commission used it before so it took a long time for the frequency to be available for the public. well if not you'll have to buy a new router
