Being bisexual means that you are attracted to both men and women in a sexual way. If you know a male friend who is taking birth control pills in hopes of inducing breast growth than most likely they have some transgendered tendencies. You should encourage them to speak to a counselor so they can get onto a regulated hormone therapy. It will yield better results and be safer for him.

Being bisexual, gay or straight would have nothing to do with the effects that hormones will have on you. I assume that you are talking about a male, in which case he will feel sick and naseous, overdosing could lead to death. It will not promote breast growth or anything that estrogen does due to having very little estrogen in it, unlike the birth control pills of the past.
If the person wanted to take female hormones, he would have to talk to a gender therapist who will help him sort out his feelings and realize if this will make him happier. If it will the therapist will send him to a doctor who will do blood tests to make sure the hormones don't kill him, since they are very dangerous.

A female bisexual would take them to regulate her periods.

The pill stops the women from ovulating. If a man took the pill and he had sex with a woman it wouldn't prevent her from getting pregnant. Either this is a joke or you should talk to your doctor ASAP.
