Learning about it isn't illegal - the question is what you do with it.

Many of the techniques used by hackers are also used by "white hats" or security folks. The big difference is not intent, or who they're working for, but permission - hackers don't have permission, security folks do.

No. The term hacking has become quite warped over the few decades since it was established as a pasttime. Today it is seen as an attack on someones computer or other electronic device. When it began in the late 70's, and gained momentum in through out the 80's, it was seen as a way for one to learn about the way things work and figure out a way to make them work better. Hacking other peoples property is definitly illegal, unless you get consent in some form. Go learn about hacking as much as you can, as I guarentee you it WILL come in handy later if you have troublesome software. Just do not further taint this skill by being a malicious attacker.

Its not illegal but equally not freely legal. That is the situation in many countries, today. Its like learning to use gun. Its not illegal, but equally its not just a question of finding a gun and start to practice or learn with it.

If you want to learn about hacking, in order to become a professional hacker (i.e. the one who is hired by big companies to delibaretly trying to hacker their computers in order to find out how to stop such attempts by others) then you need to do it in the open. In other words to register at a recognised centre where at the end you get your certificate, and become a professional hacker.

In other words, learning itself is not illegal, but how you are going to use the knowledge. Hacking peoples' computers is illegal and in most countries has severe punishments.

All the best!/

Its not illegal to learn about it, but depending on national legislation its probably going to be illegal to use your new found skills. Don't rely on it not being illegal in your own country, as the imperialist Americans have been known to seek extradition for 'offences' conducted outside the US. Hacking could be one of them.
