To get rated for chess, you need to play games of chess against other rated players and then notify the authorities of your result against these rated players. When you play a rated game online, the notification is done automatically, as soon as the game ends, and the computer program automatically tells you your rating as a result of your playing the just-completed game. You can play rated games of chess online in many places, including Yahoo!
In real life, to play a rated game face-to-face, you need to join your national chess association. In the USA, it's the United States Chess Federation www.uschess.org (In the UK, it's the British Chess Federation, and they use the term grading instead of rating.) It helps to join your state association to get a list of tournaments in your area. Pay the national and state dues once a year, pay the entry fee for the tournament, go to the tournament, check in, and you'll be assigned opponents. Your rating will appear online or in the mail in a month or two after the tournament.
You can also go to a tournament without entering, and you can watch quietly to see what it's like.

I think.... you must practice and practice harder.. you try to play chess 10 times a day . if you had an opponent play 30+...
And buy some cd chess . Like Chessmaster Challenge 10th Edition.

Join a club. You'll be ranked lowest to start off with. When you play tournament games you'll start to be rated. Cool pastime.
