If the water is a mixture of hot & cold - so long as the hot water has just been added, the powder will sink down. But if the water is only cold, the powder just sits on top - even if there is quite a lot of it - for some minutes before sinking in.

it's the same thing with sugar absorbtion in coffee vs. iced tea.
Temperature effects how fast something dissolves in liquid.
within the molecule of water there are two hydrogen atoms and 1 oxygen atom when you heat it up the atom get farther apart from eachother causing the bonds keeping the atoms together to form the water molecule to get weaker so when you add formula the atom bonds break faster to attach to the formula powder making the liquid formula.

because the hot water dissolves the powder just like sugar will dissolve in hot water not cold! (without being shaked)

because you add the water first the the milk then stir or shake.
