I know a great website for tracking down IP addresses, in fact, you can even type in a website address, and it will track that too! It is also FREE! Here it is:

There's a "traceroute" program that comes with NT variants of the Windows operating system. The program is called "tracert" and is run from within a command shell (a.k.a. DOS command line).

Goto -> Start -> run
then type "cmd" and click "Ok"
When the new window appears providing you with a command line interface and a blinking cursor, then simply type the following (replacing the ip address below with the ip address you wish to trace) and hit enter...

tracert 192.168.21.113

The output of this command will trace the network path to the target IP address, listing the host names of each hop (router) along the way if the router is configured to respond to this type of a query.

The site http://www.dnsstuff.com/ has a free traceroute utility available at the bottom of the login page along with additional utilities you may find useful.

Search google for the term "free online traceroute" for a huge list of sites offering this type of service for free.

Yes, I do believe there is.

I once used such a free service to track the origin of several email containing virus, was able to contact the server by such free service and got them to shut the offender down.

Sometimes if you check outlook express email property, second tab, you can see the numbers needed to track the email.

yes search for "whois search" and it will come up with a big list of sites where you can do free searchs
