I am from the Philippines (considered a Third World country) and I was granted a tourist visa to Australia. Just make sure the documents you submit together with your application form are complete otherwise they will deny you of a visa. Most importantly the Australian Embassy wants to see proof of funds and that you can maintain yourself while there.

You shouldn't have that hard of a time unless you have a criminal record of some sort. A tourist VISA isn't much, just contact the closest Australian Consulate and I'd imagine they would be able to provide one within a few days.
