Well, in the category of historical figures with a twisted sense of humor that had historical consequences, I'd have to go with Henry II of England.

He was having an argument with the Church about whether or not priests should be tried in civil courts. His best friend and the Archbishop of Canterbury, Thomas a Becket, turned on him and wouldn't back him up.

So Henry, in a rage, turns to his henchmen and says, "Who will rid me of this meddlesome priest?" Low and behold, they take him seriously and kill Becket.

(It seems they hadn't heard him say "I just kidding!!!!")

As for anecdotes about humor in history. there are lots. Henry VIII and Elizabeth were both known for their senses of humor. Winston Churchhill could turn a pretty phrase. Ronald Reagan gave great one liners, most notably his commend to his wife after he was shot, "I forgot to duck."

Benjamin Franklin

Franklin conducted a lot of experiments with static electricity. As a way to impress people he would charge laden jars, and even glass plates and would have people pick them up and get a light shock just for laughs.
Also, there is a PBS video on Franklin, and it reveals some of his sense of humor as well.

Regan had a good sense of humour.During one of his speeches a few balloons suspended over the crowd started to pop and he said: "Missed me that time".Another one, related to the assasination attempt was when he visited the Secret Service men who were wounded during the attempt and names them one by one" Regan,Brady, McCarthy just what the hell did this guy have against the Irish".
