Its not yet in the EU but definately MALTA - I think in 2010 they will be joining against their will - but this country has so much to offer.
They speak English as a second language (which is rare in Europe - trust me I have just returned) and I also noticed that most of the people are happy and friendly, the country is not fast paced and very relaxed, affordable and has a huge number of tourists from all around the world. Maltese people enjoy a very relaxed lifestyle which doesnt depend on money (ie) you dont need to have money to be social. The country is an island so there is alot of beaches and activities and its generally hot all year round. I wish I could live there myself.

From the Republic of Ireland so another EU country probably Spain or France.
Malta is a member of the EU and joined in 2004.
