"They" say the extra layer gives you (the guy) less feeling, so longer endurance, which is a Good thing. If the above is true, an extra layer between you both will also give the gal less of a good feeling too, which kinda defies the point.
As far as protection from std's and pregnancy goes, I think its wiser to wrap once.
What happens when you get all that friction going and this condom is moving that way and the other the opposite and all the sudden, Oh My God, they both burst? What will you do then? Wear 3? I hope not!
If you are so worried, get condoms with the added spermicide, or buy the contraceptive foam (read the package to make sure you can use it with latex condoms), its messy but worth the time and money as opposed to buying formula and diapers!
Good Luck, but I guess I don't need to tell you that since it sounds like you are gettin lucky! So, be careful.

no, it is a very common belief that 2 male condoms will protect better, but in actuality, they will rub together causing holes in both.
i have heard this so many times over the 32 years i have been working with expectant parents. it would be better to use another form of birth control with the condom.

the man will lose sensation using 2 - 1 is enough or the companies would make them thicker / recommend you use 2
if you are concerned about pregnancy - take other precautions - go on the pill / have injection / iud / spermicide / etc.....

1 because if you have 2 it can cause both to have a tear from the friction and then your up a creek without a paddle. only1

Yes, though it might drastically cut down the sensitivity, less fun but more safe. No problems with it.
