At this stage, nothing is confirmed. But long term it looks like either South East or South West Trains will take over the platforms to use for their commuter services.

There was talk of still running a limited number of Eurostar services to Waterloo, but the cost of keeping the Customs offices going for a few trains a day was considered too expensive for the benefits.

Nothing. Waterloo will continue to be used for domestic train services in and out of London. I would assume the platforms and lines used by the international srevice will be reverted back for domestic use. The station staff currently woking on the international service would, I assume, be transferred to St Pancras or be reassigned to domestic train services from Waterloo.

My understanding is that it will be used by ordinary trains (as those platforms were before the Terminal opened).
South West Trains could certainly use the space!
