You need to give a year. its a long time span your talking about. The classics are Mesopotamia, Eqypt and CHina. All three suffer from invasions and their empire rise and fell repeatedly. India is important to, but often talked about combines with the persian empire. Persian and Greek also are important civilization at their height too.

There is no answer.
In modern times the Greek civilization (pre-Roman) is, by Western standards, considered, most often, the most advanced in terms of political and legal systems. That said they got their ideas from earlier peoples including European, Mesopotamian (Middle Eastern, and lots from there!), and African Nation. The later two civilizations exchanged a lot of ideas with the Asian civilizations.
And that's just legal and political.
We can thank the Middle East for our numerical system. You know, 1-10? Also, pretty much, the whole concept of zero.
And then there are all the things these ancient and seemingly less developed civilizations did that we still can't quite wrap our brains around. Aztec, Incan, and Mayan mathematics still boggle the best of today's mathematicians. Their building techniques still arouse debate as much as, if not more than, those of the ancient Egyptians.
Which was the most developed is so very much dependent upon the type of development you are asking about. Furthermore, all depended on some sort of borrowed ideas from other civilizations.
You can argue that each was the most developed for any reason, even given its time frame (but what is that, exactly? From when a nation declared independence or before? Or after? And from where and when did the people and ideas come?), then argue that another civilization was more developed for completely different reasons. Both can be right, wrong, or somewhere in between.
No civilization grew in a vacuum. Not even ours, where ever we are.

Definitely the Egyptians. They were a major power across Africa, the Middle East, and the Mediterranean and remained one for well over a thousand years. By 2500 BC they were building pyramids, and we are still trying to figure out how they did it with only manual labor, a knowledge of geometry, basic measuring instruments, and stone and copper tools. They had systems of government and religion which were highly sophisticated, and "even" women had rights within their society. They created massive temples and statues, and at least two forms of writing, hieroglyphics for religious purposes and hieratic for everyday use. They knew a lot about medicine, down to treating patients by covering wounds with honey, a natural antibiotic. And don't forget they figured out how to preserve bodies so well that many are still in good condition today, down to the manicured fingernails and henna-dyed hair.
