As far as an elite democracy and the process of electing one, the answer is to just take a look at the election process of the USA. All our politicians are the elite. The Senate has a nickname, 'The Millionaires Club.' No one of humble origins can be a politician at the federal level in our government today.

Voters are allowed only to vote for the elite in a democracy for the rich and powerful people. Money is given to rigged the voters or use of force by the military.
