Yes, the outer part (the vulva) can look darker. If it's red though then that needs to be evaluated by a dr because an infection could be going on.

that would be normal as well the labia majora is a lighter colour at least that sometimes sees daylight but inwards its darker it all part of a womans structure

Yes and it is normal. Race does not matter. I've seen girls with and without. all over so. It is more fun in the light. it is known as "Roast Beer"
