any advice on how to get back the picture or troubleshoot it before bringing the monitor for repair or buying new one?

It's likely dead, probably cheaper to buy a new one than to fix the old one.

Try smacking it a few times. But most likely, you've got yourself a blown monitor. It would be expensive to get it repaired versus just buying a cheap model for the same amount of money.

Your monitor is dead. That is what happens when they die... something to do with the electron gun no longer being able to scan up and down the screen. The cost to fix it would be equal to or greater than a new monitor, and I doubt you can find anyone who would do it.

A replacement monitor should be pretty cheap now that LCD's are so popular, and a used one should be easy to find no matter where in the world you live.
