Maybe they are ticklish or they think they have yucky feet.

Either because they are ticklish or because they think it's unhygienic. A lot of people in the US seem to think feet are a source of disease and always smell bad even when bare; bare feet generally don't smell since the bad odor is produced not by the sweat itself but by bacteria in anaerobe circumstances (with little or no oxygen, as inside shoes). On bare skin sweat just dries up without the odor. However if they had been wearing shoes and just took them off, their feet could well be sweaty and smelly. And some people just don't like being too touchy & intimate at all, I rarely if ever let anyone touch me anywhere, I'm not into massages, footrubs, backrubs, or even holding hands, I want my personal space.

My g/f hates it because she has really ticklish feet
