No one knows for absolute. However, most people agree that it is probably Saudi Arabia. Of course, USA has quite a bit in Alaska, possibly more than is being admitted to. Countries don't like to say, since it is a strategic question.

The answer is the united states of america. We have a huge reserve we just don't use it. It's not until we buy out all the worlds oil that will will tap our own reserve.
