There are no FDA rules for these drinks or powders. You have no idea what the truth about the contents is. The herbs could have been grown with nasty fertilizers, or harvested and stored somewhere dirty. They probably are not free of other sustances that contaminate them. An adult body can handle this stuff, but a baby's can't.
If the baby is fussy, ask the doctor or a pediatric nurse what to do. Soft music and gentle rocking may help, so could a warm bath.

I think Fennel is the only herbal drink you can give to a baby, and thats a baby from 4months! Personally my son didnt like it. He is now 3 and we have tried it again, and he likes it a bit now! I def wouldnt give your baby herbal drinks.
You could always talk to your health visitor if you think he/she needs it!

I know you've asked for powdered form, but I haven't come across them. Hipp make fennel tea bags for babies and can be used from 4 months onwards, you can buy them in boots. If you register at the Hipp website though they send you a couple of free samples, along with some weaning spoons. The Hipp products are 100% organic and have not been treated with any pesticides or fertilizers.
Before anybody gets on their high-horse....they're only teabag shaped....they don't actually contain any tea or caffeine !

Please DO NOT give your baby herbal drinks. The only thing a baby needs is breast or formula milk, some water, and age appropriate foods. Herbal drinks can be potentially very dangerous.

don't give babies anything herbal, herbal drinks and remedies are very dangerous more so to babies as professionals just don't know how strong these are try baby vitamins instead

Whittards make powdered herbal teas, however I am not sure if they are suitable for babies... I'm sure they have a customer helpline you could ring for more info.
