I understand why you are asking.
There is SO MUCH bad information out there about raising turtles that many people never get their turtle to eat, and the pet shop happily talks about 'they can go a month without food' and something about 'hibernation' that the average keeper never quite knows what is happening.
A HEALTHY ADULT turtle can go for several weeks or even months without much food (depending on the body size and fat reserves), but msot turtles are considered ill if they refuse food or do not eat for about a week.
A baby turtle will live for about 3-4 months on its own internal reserves.
A dead turtle looks dead. Limp, head and limbs usually sagging outside the shell, eyes sunken, no movement, feels light and lifeless when picked up. A living turtle will almost always resist having you tug on a leg, a dead turtle will not.
You can pick up some GOOD turtle-raising info at the site http://www.austinsturtlepage.com

Ann get real. I am sure he does not plan to intentionally starve his turtle. there are various answers to your question I am assuming you actually mean a Tortoise as being in possesion of a turtle (sea based Chelonia) is illegal. the time thay can go with out eating varies greatly. if you want to see if he is still alove and his eyes are open you can get a straw and blow a slow small amount of constant air on his eye ball this will dry it out and require him to blink. I hope your little guy is ok

Some can live well over a year with out food. Tortoise was once kept on ships to feed the crew. It was a great way to keep fresh meat. Most won't live that long.

Not sure. But I do believe that anyone who starves any animal deserves the same fate!
