Inept means silly, inefficient, useless etc. Ineptitude means ineptness (noun form) silly behaviour, impotency etc.

Inept means incompetant - Worse than useless.

Ineptitude would be a measure of just how inept someone was.

"That guy is an inept carpenter. He built my cabinets and they fell off the wall as soon as I loaded my dishes into them!"
