Everyone takes pens, pencils, pads of paper or paper clips. If it's something else they should ask someone in authority if it's OK for them to take it, even if it's in a trash basket. Also, if it's taken home with the intention of doing work at home then I wouldn't see any problem with it, but again, they should get permission to take things. Some companies frown upon taking any thing of value, but that's really up to the standards of the company. What exactly has been taken from the office? That makes a difference.
