It's called a billing or credit block. It's something that's required by agreement with various trade organizations (SAG, DGA, etc). It's like those disclaimers on commercials or bank advertisements. Everyone knows they are too small and/or wordy to really expect anyone to read them, but they are still required.

I manage a movie theatre and I can tell you those credit blocks are such a big deal they will actually reprint movie posters and send them out to theatres if they discover a mistake or omission. Usually having us either destroy or return the erroneous version.
