Java runtime environment is a way to run applications based on Sun Java which are not supported in Windows by default, so you have to download the Java runtime environment to run them.
Go to http://java.com/en/download/index.jsp
and download it.

Scroll down to where it says Java SE, and Java Runtime Environment 6. Then click download.
