What is the penality in NEW YORK CITY for driving with a learners permit?

Driving without a licensed driver in the veh, after 9pm and before 6 am, is a 40 dollar fine with a 50 dollar state surcharge. No points. Also be advised, you cannot go over any bridges or tunnels of the MTA regardless of whos in the car or the time.

You mean driving with "just" a learners permit, right? That means no one of legal age with you or driving beyond the times permitted. I'm not 100% sure but I think you'll lose the chance to drive until you are of full age, plus you will have to pay a fine.

you pay fine and lose privilage to obtain license until you turn 18 years old.
