There are a lot of factors involved: what their families will think, how co-workers will react, the storm of irrational hate and prejudice out there. Sometimes the closet can seem like a very safe place.
In a perfect world, it wouldn't make any difference anyway. After all, I don't go around telling people I am heterosexual.

It is fear.
Fear of being ostracised by your family and friends.
Fear of having the crap beaten out of you by some stranger.
Fear of being judged by ignorant people.
They have to decide if it is worth letting others know who they really are.
In my opinion if you think someone will react negatively when you tell them your sexual preference, then don't tell them.
What they don't know won't hurt them.

My guess is that they first want to confirm their sexuality to themselves (they might be unsure at first). And probably because they get given such a hard time about it.
