It depends where you live and when your last frost dates are. There are a lot of blooming bulbs available now. Daffodils, hyacinths, tulips, iris reticulata, grape hyacinth. As for things from seed, most need the soil to be warmer. If you look in a garden center they should have availabe now what you can plant now. Perennials that are in pots can go into the ground now, if you are able to dig. If your ground is frozen hard, you will have to wait. Starting seed indoors is fun, but if your cold lasts too long they get leggy before they can be transferred to the outside. Look in your library for books about flowers and find out what zone you are in. Then you can find out the answers you need.

If you are setting out nursery plants it is usually after the last expected frost date for your area. Some plants are more cold-tolerant than others, pansies for instance, and they can be set out earlier. If you are starting from seed the planting dates are on the package. Check with a local nursery for advice on when to plant. The people at the home stores don't necessarily have as much experience as the local nursery staff.

You can generally plant seeds when the soil can be worked in the spring and when danger of severe frost is over. Some bulbs want to be planted the autumn before, some are spring planted. It is best to decide what you want to plant, and then get information about their needs from there. On seed packets, they tell you when to plant and how.

any kind of bulb flower should have been planted in the fall, I think about in most places, I think mid-April, depends on where you live, check out websites below especially the last one it has a chart you can follow
