Is there a bank in Austin that doesn't require a credit check? Like a last chance banking kind of place?

My bro needs to open an account, and in Dallas he used a bank that doesn't require a c check, I just don't know of one here. . ..anyone? And yes, his credit stinks.

most banks use Chexsystem which only checks
to see if you had any accounts accounts closed
for Insufficient funds..
they are not a credit reporting agency
but if you are report with Chex systems you will
have a harder time opening an other account
