Download the 30 day trial version from its site first then start playing with it. Use the Help feature and do a google on Photoshop tutorials.
Make changes in your gramps old pics, morph your girlfriend, turn your puppy into a hippo...once you find yourself a master in these tasks...you will be an Adobe Photoshop Guru!
In order to learn an application, you have to have some extra time and use it as if you are testing it. Go to each and every corner of the app. then you will understand how does that work.

The quickest way honestly? Just play with it. I swear, that's how I learned. Just mess around with all the tools, even if you don't see a use for a tool, use it anyway, find out how it works! Be creative, Photoshop's a very fun tool to use.
