I'm not talking in reference to the Bible this is just a general question. I know it wasn't Julius Ceasar because he was murdered around 45 BC which is well, 45 or so years before Christ. And I know its not Pontious Pilot because he was the governer of the Judea Providence. I want to know who ran the big show, all of the territories.

It seems that it all depends on your dateing. Our calendar is not very accurate and year 0 is unlikely to be when Christ was acualy born (guesses vary a lot) but it seems that it must be Tiberius (Tiberius Caesar Augustus, born Tiberius Claudius Nero ,November 16, 42 BC – March 16 AD 37). Confusing because he was also called Augustus like the previous Emp. as Did Caligula who came after!
