After about 15 sites, I gave up looking, especially since some of them were locked to non-affiliates with the scientific network they were part of. I simply want to know what this silly little sac is for, and a greater explanation of why it forms in the penis.

It doesn't have one - it's just a malformation. It's actually like a cleft palate, where two parts of the growing embryo don't actually make contact with one another.
